Brief
Senegal is a West African
LDC bordering the North Atlantic Ocean between Guinea-Bissau and Mauritania.
ITC has a very
good working relation with
Senegal and a track record for TRTA project implementation. The country is the
second largest
economic power in the
WAEMU zone after Cote d’Ivoire with exports amounting to more than 20% in the
zone especially to
Mali, its top export
partner. Senegal is an active leader in the zone in terms of regional
integration and is experimenting together
with Cote d’Ivoire the
pilot phase of the WAEMU electronic certificate of origin. The country is also
part of the Economic
Community of West African
States (ECOWAS) and internationally exports goods such as fish, groundnuts and
cotton to
Switzerland as well as
India and France.
Senegal’s economy is
largely based on services. Well known for its political stability, diverse
landscapes and historical treasures,
Senegal is a prime tourism
and Foreign Direct Investment destination. The country is classified 178 on the
Ease of Doing
Business in 2014 which is
a small decrease from previous years but is expected to improve. ITC is
currently assisting the
country in the elaboration
of tier 2 projects under the Enhanced Integrated Framework to promote tourism
in communal regions
and to promote mango exports.

Trade Policy and Business Environment
The Republic of Senegal is
classified as a lower-middle income economy in West Africa, whilst its average
rate of growth has
been 5.1 per cent since
2003, leading the World Bank in 2010 to elevate Senegal from low income status.
Senegal was ranked
92nd out of 132 in the
World Economic Forum (WEF) Enabling Trade Index (2012), which measures
institutions, policies and
services to facilitate the
trade in countries. The last decade has seen major conflicts in the region,
prompting many private
companies and
international organizations to move their operations to Dakar, regarded as a
more stable base of operations. As
a result, a strong tertiary
sector has developed, including expansion in telecommunications, transport and
construction services
supported by large flows
of public and private investment. Senegal is widely considered one of the
drivers of change on the
African continent, pushing
for progressive policy and regional integration

Trade
Policy and Market Access
Senegal is a founding
member of the WTO (in 1995), and in addition, of the main regional economic
communities the
Economic Community of West
African States (ECOWAS) and the Economic Community of Central African states
(ECCAS).
Senegal, as a member of
ECOWAS, agreed in March 2013 to the simple average common external tariff
(CET). Its simple
average MFN rate in 2012
was 11.9 per cent. Progress has been made since 2003 in liberalizing the
Senegalese trade regime
under the West African
Economic and Monetary Union (WAEMU) with further integration into the region
through shared
customs and taxation
matters, and the dismantling of customs duties on intra-community trade.
Despite advanced regional
integration processes, barriers
to intra-regional trade remain a challenge for the economies in West Africa
such as the tradeweighted
average tariff rate
remaining relatively high at 8.9 percent, and non-tariff barriers increasing
the cost of trade. Senegal
has non-reciprocal preferential
access to the EU market under the "Everything But Arms" initiative
and is continuing negotiations
on EPAs. Senegal is
eligible for the United States African Growth and Opportunity Act (AGOA),
although operators in the two
countries make very little,
or no, use of the various preferences for which they are eligible. The country
is also attempting to
diversify its trade
partnerships and have concluded an agreement with China in 2008 (African
Economic Outlook 2013;
ECOWAS 2011; WTO 2011).
Standard
Compliance and Other Relevant Import/Export Restrictions
According to the
information available, Senegal’s regulatory framework forSanitary and
phytosanitary (SPS) measures has not changed
significantly since 2000.
Sanitary measures are usually drawn up on the basis of the international
standards defined by the OIE and the
Codex Alimentarius (for
which the national committee was set up in 1983). Since 2000, Senegal has
submitted six regular SPS notifications
to the WTO. According to
the WTO TBT Information Management System, Senegal has not established its
technical barrier to trade (TBT)
enquiry point so far, yet
it has submitted 12 regular notifications in respect of environmental
protection and food standards. Currently,
Senegal is under the
technical and financial pressure for further SPS/TBT related upgrading. In
order to increase its compliance with the
international standards
and to adapt to the requirement of international market, Senegal has to modify
its domestic policy, promote capacity
building and seek
technical assistance.

4.3 Trade Facilitation
Description
According to the World
Bank Logistics Performance Index (2012) which measures countries’ trade
logistics
efficiency, Senegal was
ranked 110th out of 155 countries. The country performs overall above the
regional
average but below its
income group averages. Its indicators in international shipments and customs
stand out
from the comparable,
whereas those in tracking and tracing as well as timelines are found to lag
behind. In
terms of international
shipments, it needs 6 documents and USD 1,225 to export a standard container of
goods; and 5 documents and
USD 1,740 to import the same container. This means that it requires less
documents and costs to
trade in Senegal than the regional average (8 documents and USD 2,108 for
export;
and 9 documents and USD
2,793 for import). The World Bank Doing Business Report (2013) has also
reported several reforms
taking place in Senegal. For instance, Senegal made trading across borders less
costly by opening the
market for transport, therefore increasing competition. Moreover, automized
cust
improvements were made to
the Port of Dakar decreasing the time to move containers, this combined with
expansion in the number of
agencies in the network of facilitating trade agencies has contributed to the
higher
average score in
international shipments for Senegal. The OECD Trade Facilitation Indicators
reinforces the
overall better performance
of Senegal than the sub-Saharan African average in terms of trade facilitation,
with
only internal border
agency cooperation slightly lagging behind the average

4.4 Business and
Regulatory Environment
Description
The latest World Bank
Doing Business Report (2013) ranked Senegal 178th out of 189 countries. Among
the 10 categories analysed
by the report, Senegal performs well in trading across borders, whilst getting
electricity and
registering property are lagging behind. Private small enterprises in the
informal subsistence
economy and in peanut
farming support the Senegalese economy. The weak regulatory and legal
framework,
as well as the endemic
corruption, altogether undermines the emergence of a more vibrant private
sector.
For example, completing
registration and incorporation of new business requirements are time-consuming
and cost on average 192
per cent the level of average annual income. Moreover, the land ownership issue
and the partial dissolution
of state’ peanut-marketing monopoly contribute to the disintegration of the key
agricultural sector. The
presence of the state in the economy is still considerable, despite
public-sector
reforms initiated over a
decade ago. For instance, the electricity sector, particularly the electricity
transmission and
distribution sectors, is dominated by monopolistic market structures of
publicly owned
enterprises. Electricity
prices are therefore heavily subsidized by the state and electricity cuts are
increasingly
frequent, affecting many
small enterprises. The regulatory inefficiency, such as non-transparent
regulation,
high factor costs and
ownership limitation in key sectors, outweighing the Senegalese economic
potential
discourages the foreign
investment which supplements the scarce capital in Senegal (Bertelsmann
